It may have been used, but evidence of this is meager.

So the question is not, why did the Nazis build a fake homicidal gas chamber, but why did they build one that wasn't used or barely used. That's an open question. One can certainly speculate. There was a facility nearby that was unquestionably used for killing via gas (@ Hartheim).
