According to morrowind the Thuum was more about making sounds like whistles or screams to bend reality rather than a language (basically casting with your mouth) and yes there should still be voice users around during the Nerevarine era since the Game iirc doesnt explicity mention the magic dropping out of fashion like in Skyrim but something only elite clans of nords in the deepest parts of Skyrim can do.
So yeah technically there should still at least be some ashlander type tribes but for nords in Skyrim still using It as a weapon/worship tool even if city nords became faggots.

The issue with the Jew/America comparison is that the Empire fought a brutal decade long war with the Dominion, Imperials weren't being told that the Elves were their "greatest ally" for decades. The whole plot strains suspension of disbelief.

Bethesda really have a special talent to sandpaper down the coolest ideas in the lore into grey bland slop. You have a culture where instead of wizards you have people who are made from the breath of a Goddess, re-enacting it by building their own breath in their lungs and releasing it as raw power in the form of a shout. Nords didn't have siege engines, the Tongues could shout down castle gates and walls, and in some cases entire cities, with the Thu'um. The visual of a siege, where great-axe wielding warriors, part for an a group unassuming men, who stand before a castle gate. A moment of silence passes before shout as loud as thunder rings out, and the gates are blown to splinters, the iron portcullis is twisted into a bird's nest of scrap.

Bethesda reads this and goes: "Nah tongues aren't a thing anymore, it's just 4 dudes up a mountain, a drop out and the MC because you are super duper special. The breath of Kyne? who's that? Akatosh? Anyone can learn thu'um, the thing is that it just takes fucking forever to be able to use properly. The tonal magic dragons use require you to understand each word strongly enough to basically will it into existence so if you're a human who doesn't have freak dragon instincts with no concept of time or the finite you have to do some greek philosopher shit so you can know what force means to a being who experiences the universe in a way you can barely even comprehend. The greybeards are all elderly and have done nothing but study it for most of their lives, and they're absolutely floored at the idea that someone can use more than, like, two shouts.

That's why dragonrend, the only thu'um made by man, contains the words mortal and finite. Dragons literally cannot comprehend them because it's anathema to their very existence. Using it is forcing them to experience the concept of linear time and it breaks their brains and makes them tweak the fuck out.

It's also powerful enough to literally tear people apart like a cheese grater, which is why the greybeards are reluctant to teach anyone who isn't willing to practice the pacifistic way of the voice, because if they did teach someone thu'um and that person decided heads needed to roll, there genuinely might not be anyone who can stop them.

you didn't mention it's only the high ranking draugs and the only game that give extra focus to shout magic is skyrim in which they go two ways, one that it is mainly elitist in nature due to writer retardation of the need to overexplain shit about how difficult it is to master and secondly that one of the native thu'um speakers decided to help and teach others which caused the greybeards to exist, it's why guards mention ulfric shouting the high king to death and throw a bitchfit to you shouting around as well.

it kind of goes against what morrowind explains in a way about the voices? then again there is a huge timeskip between skyrim and morrowind, also there is the whole voice being a gift of kyne for ancient nords to fight dragons, skyrim just meshed it to make them a thing of akatosh too, unless dragons learned the thu'um and are doing a "we wuz kyne and shieet".
