The problem is, the show wants the bad guys to stand for the things they hate, so they can't afford to let the bad guys be as cool as classic Lex Luthor who cured cancer on a larp like it was nothing.lex Luther is also canonically an extreme super genius who is one of if not the smartest person from his own universe. He invented FTl, Cold fusion, advanced cybernetics, interdimensional travel the list goes on and on.
His technology is so advanced it's essentially magic and allows him to go toe to toe with all but the most powerful of meta humans.
This show doesn't really have a character like this. The Boys survive mostly because of eye rolling amounts of plot armor and the Seven randomly becoming retarded anytime they might have the upper hand.
The closest thing they had was Sage saying she could do it, but won't, because humans are animals. Aside from the fact that she and her compadres are just juiced-up humans, having a supe cure cancer or solve climate change would be a strong argument for their rule. They wouldn't have to suck up to billionaires whom they hate if they could patent things like cancer cures or tech that can fix climate problems. Vought and its Supes could get so much money and goodwill out of that, to the point where they wouldn't even need Tek-Knight to run prison camps for them because of how popular they'd become. When the people ask the Vought heroes why they should accept Supe rule, Homelander and Sage would present practical solutions to problems like cancer or world hunger, and the people fall in line because their lives would be easier under the Supes.
But they won't do that, because A) this show runs on misanthropy, so people can't ever be allowed to be happy for long, and B) you're not allowed to like the bad guys. So they can't ever be cool. Especially since the show-writers hate the fact that people like Homelander and Soldier Boy over Starlight and Hughie. Having the Supes use Sage's super-brain to solve world problems in exchange for political power is an easy, practical way to gain support, but they won't do it.
At least Lex doesn't do it because he's pure fucking evil. He couldn't give less of a shit about gaining the support of the world; all he wants to do is conquer it through fire and blood, to bend the world to his will and genius. At least back then when the character was cool and made sense, since he doesn't have a legal corporation, he's just a thief and a murderer who steals what he needs and kills anyone who gets in his way.
That doesn't work in the post-9/11 world. It wouldn't just be one Fed or spook spying on Lex, entire agencies working for the government itself would be, and they would know everything he does. The military, CIA, and FBI would keep track of every deal Lex makes, especially since they'd know he's the kind of asshole who'd do shady shit, since he probably has done shady shit for the Feds, so they know firsthand that he's not a trustworthy guy.Lex is basically Jeff Bezos/Bill Gates level 1%er businessman. Besides being ruthless enough to kill underlings so they can never testify against him/have underlings as middle men to take the fall, he's got the money and power to blackmail and bribe anyone who is in a position to go after him. Hard to be a fed or spook who wants to go after Lex due to whispers of him being a bad man when your supervisor is on Lex's payroll getting bribed half a million a month to let him know who's talking about him and his misdeeds. And Lex has a reputation of being vindictive as fuck to anyone opposing him (besides his threats to Ted Kord's family, he famously fucked up Bruce Wayne/Batman by murdering his girlfriend and framing him and his personal driver for said murder along with the fact that Metropolis has had several mayors "die suddenly" for causing problems for Lex). So any fed or spook who thinks he can make a name for himself bringing down Lex Luthor quickly gets told horror stories about entire families brought to ruin if they start making noise about going after Lex. Especially since they can always use said immunity deals as a carrot to get Lex to work for them, as Lex loathes working for the government unless he needs a get out of jail card.
Eventually, he'd do something that they couldn't tolerate, especially since the Feds need Superman to keep planet-ending threats like Darkseid at bay, and Lex keeps trying to kill the guy, so no amount of blackmail or bribery is going to work, not when the Feds can just cancel Lex's bank accounts and leave him without a single penny to his name. If Lex actually succeeds in killing Superman, and Darkseid shows up, it's over for Earth, and the Feds would know that. Even if Lex tries to step in Superman's shoes and does his best to repel Darkseid, corpo Lex is probably going to wind up dead.
Like I said, best case scenario, he becomes like a modern Russian oligarch who got his money taken away, worst case scenario, his door gets kicked down and he gets kidnapped and tortured in Gitmo, or killed by Seal Team Six.
The US government can easily turn to Bruce Wayne and other super-geniuses and super-billionaires. Lex is hardly the only man with that much money and power. Also, the Feds throw around trillions of dollars; someone like Lex would barely be a blip on their radar. So even if he has billions stashed away in hidden funds, not only can the other super-billionaires counter his influence, but the Feds could probably pay whoever he tries to bribe ten times whatever Lex would pay.Similarly, Lex knows that the Feds might roll their eyes at the idea that there is a rogue scientist constantly trying to kidnap him and replace him with a pliable clone but Lex fucking knows that the masses will eat that up that there is a bitter ex-LexCorps employee constantly trying said scheme and will acquit him at trial (which again, is how they handwaved Lex's evil deeds not just once but TWICE in universe). And if the clone excuse doesn't work, Lex can always go underground with the billions he has hidden away and dissolve Lex Corps for a bit, until shit happens and the US Government offers him immunity for his help dealing with bad guys.
