Even accounting for people being evacuated away from the superhero battle in the city, there's no conceivable way that Red Skull would be the only person there. It doesn't make sense and the line doesn't work.

Homelander's brag mentions a specific thing, flight, something that normal people are incapable of, that seperates him from them, thus elevating him above them, literaly and metaphorically, combined with his other powers making him a god, however, seeing as every single superhero can fly, the metaphor falls short.

Red skull does not mention any specific thing that normal people cannot do that seperates him from them, thus there is no metaphor to fall short.
