As far as I am aware, he did cheat on Liz with Sam(and others) on his visits to Rutland, but the polycyle offer was specifically to Nikki and the others. Liz was oblivious to all the degeneracy before it reared it's ugly head and blindesided their marriage. There was never any hope of a polycule with the Aryan princess.

Edit: Found a quote of Sam saying Styx tried to start a poly relationship, but I highly doubt Liz was consulted on such an arrangement and it was just wishful coomer thinking on Tarl's part.

Drug dealer was apparently the boyfriend of Liz's mother. The guy is probably an executive at a pharmaceutical company or something that happens to be 6'5" and strong and intelligent, something Tard isnt. Tard rewrote this guy as a drug dealer and I even think he implied he was a nikker - but lets get real, Tard was subject to a superior force and claimed he couldnt beat his threat down due to being a foreigner and figured a response would lead to him having legal troubles.
