Maybe I'm just face-blind, but that doesn't look like the same guy to me. The upper lip of the cop is much longer and the shape of the chin is much squarer than the Chief of Police. The hairline is different too.

The cop picture is so blurry compared to the portrait though, and we don't know how long ago the portrait was taken, so maybe I'm wrong.
