Prison is much more highly regulated than jail. Inmates are divided up by thing such as crime, violence risk level, race, gang affiliations, etc. There is an order to thing both established by the administration and staff as well as by the prisoners themselves. They were better at one point. I think the Quartering material peaked during the Amfest fiasco and Melonie being visibly repulsed by his presence.
