I think it means that an abusive authoritarian ideology that was before about economics, it's now about gender and sexuality.

The communist symbol was meant to represent workers, but it's now being overtaken by degenerates who want society to accept their kinks to validate them.

I think you've got cause and effect backwards.

I don't think it's degenerates coming across communism/socialism and picking it up as their new pet project. Rather it's revolutionary elements that in one society could point to the harsh situation of workers and supposedly try to empower them with political ideas and rhetoric (in reality: get them to empower you), whereas in another society similar revolutionary elements use political ideas and rhetoric and point to the harsh situations of repressed sexualities (in reality, again: use them as the stormtroopers to empower you).

The pure socialist / communist angle just wasn't effective at all in the affluent US, particularly after the fall of the Soviet Union. But by mixing in sexualities and getting people to identify primarily as those sexualities, you build a breed of culture warriors that are activists in their every day life to such an extend that some travel up and down the country until they find the one bakery unwilling to put two grooms on the wedding cake (while being so helpful to point to other bakeries or suggest they get two grooms themselves to put on it afterwards) and rake them over the coals for it.

By going the sexuality angle they're able to seduce and groom people into communist/socialist ideas, even if they like their apple products and starbucks soy.
