it's not the licensing, it's the cost of hiring the xenforo team to transfer over all the modifications made to the forum (paid membership and av changes, lepers colony, mod panel, a whole bunch of stuff) that will run up the costs. Also it's unlikely the migration would go smoothly without some help, fuck knows how their database is set up and how to make it talk to xenforo's system. Probably months of work and could easily cost $20k

That and he is trying to clone the forums onto xenforo with all of the threads and posts intact so that people can just continue on from the switch like nothing happened.

If he just started a new Xenforo 2.0 forum and told people to start using it he would lose a huge amount of his remaining customers.

He can’t afford to have the Xenforo team (or any professional) port the current shit heap to xenforo 2.0.

It was just released and they’ll need to spend
most of their time supporting it and issuing updates. He should just start fresh and archive the current forum. He won’t lose many members.

Some of the social justice crew has started trying to get more moderators created though because too much thought isn't being policed

There was a huge slapfight in the Questions and Comments forum about it. FactsAreUseless outright stated that problematic posting was the reason Something Awful was failing and they closed GBS and instated more moderators to prepare for bringing it back under more strict rules. Lowtax even agreed with him.

Their main evidence of this was that in the same quarter in 2013 when Ozma's influence finally fucking died and there was a huge shift in the attitude of GBS with GBS 2.0 that the site traffic plummeted.

I don't think this would have normally led to the closure of one of the subforums but Zen Death Robot was involved in the decision and he has very publicly and pathetically tried to fit in with the group of posters that have been calling for GBS to be shut down since the Clinton administration.
