He tries to hold everyone accountable for everything so they don't hold him accountable for anything he's done - it's the story of his life.
Phil was that fat dumb kid who'd act like tit on the playground trying to be popular by doing weird stupid shit but then ran to the teacher the second someone was even slightly brusk with him no matter how much he deserved it.

Might be that the apartment complex was doing some work, which is why an exact time is known. I wonder if either of them know they should let the water run for a while after that and possibly boil it too to be sure it's safe.
