Talia's father, Ra's al Ghul, is Arab/Chinese and her mother, Melisande, is European. Damian is at least 75% "white" though he has a diverse ancestry. It's unlikely he'd look like that even if he was half Arab instead of the 12-ish% he actually is. Everyone gets the al Ghul family's background wrong.

You are right about Dick Grayson being Romani. The problem here is Tumblr is doing that thing again where "foreign=dark skinned". At least it's not them drawing Asians as Africans again.

I couldn't help thinking of the time a Roma girl was taken away from her also Roma caretakers. The reason? She was a blonde and her guardians weren't, so a bunch of racists assumed she was a kidnapping victim solely because of her looks and the old "Romas steal kids" bullshit, even when the girl's Roma birth mom actually asked the couple to take care of her.

The logic behind Dick's skin color in the fanart isn't very different. So he's Roma? Why, let's make him dark, because all Roma are dark! LOL!!! That's not racist, not at all......

Such bullshit, even if Damian was an asexual, genderless hobgoblin with semi-transparent teal skin he'd never make such a derpy smile or have such an awkward stance.

EDIT: Also, Damian's dog Titus is a Great Dane, he should be a lot larger sitting down like that, especially since Damian looks like a toddler the way he's drawn here.

Did they made Felicia Hardy into a black woman because of her alias having the word "Black"? That reminds me of what Marvel has been doing to Black Widow. For whatever reason, no matter how it came to be, when they show the future there's always some black woman who's a successor to Black Widow (They never explain why she'd have a successor either).
