Artist is Russian.
In Russia, Poland and some other ex-communist countries many of older shows appeared in media later. Because before 1989 we just did not have any, so everything was new to us.
And in early 2000s tv channels with only cartoons became popular and replayed those older shows in between new ones. So you can be born in 1994 and grow up with animes from 70s, american cartoons from 80s, french cartoons from 90s and "hot new" things like totally spies and Winx Club at the same time.
