One may just blame whoever is in charge of faces. Then again, they could get worse if they took someone from the Tumblr art community and slapped on red noses, skin conditions, and obesity.

TBH, when it comes to skin textures Bioware is a hit and miss. It makes regular npc's, custom Shepards and special npc's glaringly different. Special npc's and Default Shep don't have that odd clay texture that other characters use.
