Should we be able to rate other user's ratings?

Say for instance, if someone rates you as dumb, you can rate their rating as dumb in return and leave a short message saying "ha ha you big mad". If they rate you as a winner, you can rate them withe a positive in return like "agree" and leave a message like, I know I'm smart".

I should be able to have a message sent to a user depending on what reaction score they give me and if they choose the one I highlight it’ll say “I am running to your location, frustrated and upset”

I usually go to their profiles and set the record straight. Or I’ll go to their activity page and “Dumb” a lot of their comments.
