It totes don't have to do with the fact they're Asians and Shane hates anyone non-white. Haberkorn is half-Vietnamese IIRC, and that should say why Shane hates him. Shane wants to kill people with Vietnamese blood and napalm them all because he missed out on the Vietnam War. It's his fantasy after-all to kill non-whites.

And Nick wasn’t being racist to black people, he was calling cops racists.

Behind the joke, there's a truth hidden. Cops sometimes have to shoot - or risk that they be shot. Nick's criticism was that Vic couldn't pull the trigger on someone.

Cop are often called racist for shooting blacks. This is the crux of the joke. He takes Vic past job as a cop to make a joke about police brutality.
Nick isnt racist for doing a joke. A joke, btw, that actually calls out police brutality and Vic didnt say jack shit so dont put words into his mouth you fucking inbred.

Nick was sarcastically commenting on the propensity of cops to shoot black people. While I doubt he was endorsing BLM talking points, he also wasn't being racist unless you're literally too stupid to understand what he was saying.

Part of me thinks Nick staged the rant just to show KickVic that he can make them dance like puppets. That they will crash into each other and trip over themselves the second he goes off script. That they look ridiculous because a drunk rant during a Dark Souls play through is being disected and retweeted.
