Maybe this Consent Con is a requirement for him to keep the mob from going after him next? Something to humiliate himself, provide a convention for the blackmailers to get some money and a platform to continue defaming Vic and earn money, dedicate his own money, time, and burn whatever bridge he hasn't already in order to make it happen, and quite possibly provide his wife as a sex slave. I don't believe for a single moment that this was his idea, because he's metaphysically stupid and incapable of independent thought or idea, and too much of a degenerate to ever think about consent.

This is what I envisioned. Forms to be filled out in triplicate and notarized prior to taking a picture, shaking hands, hugging, or coming within 2 feet of any guest or any other attendee at all.
I don't have any faith that this will be anything but a shoe-induced pipe dream from our hero Shane, but I so very much want it to happen so we can get eyes on the ground there; then again, whoever goes will have to understand it's basically a suicide mission as the levels of Soy, Autism, and Fail there will likely cause immediate aggressive brain cancer.
