It also doesn't answer the question of why Marchi did not call the process server back after he left a card.

From her point of view, Vic is a creep so he can go fuck himself. Obviously, this attitude has negative consequences for her, but it isn't unusual. Life is full of people who would rather be vindictive than rational. Consider those in divorce court who waste tons of money fighting each other or parents who murder their children when forced to share custody.
