And Biden's right to say you can't rely on a transition that takes more than two terms. Hell, Obama had a lot of popular support but the Republicans blocked him term one. What Harris is doing is spinning an overly optimistic, pandering picture that not only will she have the support while in office, the Republican or corporate Democrat that replaces her won't have to manage it in any way.
