To be fair, yes and no. A skilled localizer has take lines that make zero sense in the dub country and change it minutely so it makes sense while still retaining the overall meaning.

Lessee.

In Shield Hero (this is hearsay from what I've read, I don't know moon runes), Nippon Bow Hero inadvertently says a line from some Japanese author, and Shield Hero replies with a reference from the same author. The reference flies over Bow Hero's head.

In the dub, Bow Hero is dubbed to say "with great power comes great responsibility", to which Shield Hero says something like "Oh I didn't know you got bitten by a spider" (referencing Spider-Man). The reference goes over Bow's head.

If translated 1:1, the joke would've gone over Murcan heads. Localized in a reasonable manner, it works without really changing the underlying meaning.

Of course, that goes out the window with references to Gamergate and Trump.
