Assuming this is a legitimate question:
He was a dude who was making a Star Trek fan series, similar to how Vic made Star Trek Continues. Peters' project, Axanar, got shut down after Paramount sued him for trying to monetize Paramount's IP.
Not only did Peters get cucked by Paramount, but he also buttfucked a bunch of other fanfilm makers because Paramount cracked down following the lawsuit.
Peters has a hateboner for Vic because Vic's series was actually successful and didn't force Paramounts legal dick up their rectums.
