I agree. It'll be entertaining to watch John berate DoubreDlagon to stop "mansplaining" at him, and brag about how much of an expert he is at Japanese because he plays game consoles made by Japanese people and is married to an Asian man.
 
Didn't he chimp out over this Neo-Heisei thing before? He was editing Kamen Rider pages at TVTropes and changing it.

For once he's using his sperging for good. Neo-Heisei is retarded. I personally prefer Post-Decade to 2nd Phase, but whatever. Baby steps.
Post-Decade has a shorter shelf life though. If some show after Skull becomes 'phase 3' or whatever, you have to deal with that.

"Phase 2 Heisei" is suppose to mark the period where Kamen Rider because even more kid friendly and toy focused than it already was, but "Phase 2 Heisei" doesn't really mean anything because the series was already extremely kid friendly and toy focused.
In 2009 Toei decided to move the premier of their new Kamen Rider series from January to September (now October) because the combined toy sales of Super Sentai and Kamen Rider would die off in the second half of the year and Toei wanted to see sales remain strong throughout the year. Kamen Rider Decade acted as a go-between, premering January 2009 but ending months earlier than normal in September (hence "Post-Decade"). Some like to argue that Toei's decision to stagger the toy releases was proof that the show was moving to a new toy focused era, but to make that argument you have to ignore things like 2007's Den-O, whose sales were so strong they continued to make movies for it even after the star of the show had moved on to bigger and better things. Or 2005's Hibiki, whose producer got shitcanned because the toy sales were pathetic. It's a common joke that Hibiki was more popular with the moms than the kids. If anything, the focus on the toys really began with the third modern Kamen Rider series, Ryuki. That one aired in 2002, well before the 2009 "Phase 2" dividing line

Kamen Rider and Super Sentai have always existed to sell toys. The only people who watch the shows in Japan are small children and young mothers (the reason 90% of the male casts on those shows are models or former models).

Who knows. He's settled down just a bit after his spat with DlagonDlagon and Buddyroid.
