Apparently 2008 clone wars also have a better version of Cinder, the similarities were uncanny too. A former Lackey of the most powerful guy in that universe, got mutilated at the hands of their future nemesis, fails because of their bloated ego and overconfidence, went batshit insane fore some time, wanted revenge, returned to being their smug, conniving, Self, found a henchman of their own, got confronted by their boss, and went back to somewhat serving them again.

It’s funny how they wanted to have Cinder be both a lackey and right hand, and now it’s seeming they’re finally committing to the Palpatine/Darth Vader, Ozai/Azula relationship now that the villain roster has been trimmed by a lot. And even then, there’s some who thinks Cinder might pull one on Salem to pursue more power.
Well Maiden magic is Oz magic, which is pre much the same as Salem magic. Given Cinder’s Grimm arm sucks magic, it’s not much of a stretch to assume Cinder couldn’t take Salem’s.
It’s just a matter of whether Cinder is capable of putting 2 and 2 together.

Salem is walking broken plot, she does not function, she doesn't promote interest and would be better off as a force of nature rather than a character. Every time she's on screen, the show reminds us that she is powerful, invincible and eternal, but in the same breath absolutely refuses to ever elaborate on how the fuck she hasn't won yet. Her existence actively destroys any hope of story with every second she continues.

The problem with Salem is the intended portrayal of her character is that of a super spooky™ very powerful™ witch, but she comes off as mentally braindead. It's impossible to take her seriously when she's such a massive, inept fuck up that keeps fucking up even when the people she surrounds herself with are the world's most incompetent lackies.

With how characters in world react to her, you'd think she had the power to wave her hand and decimate a country, when in reality she waves her hand and a someone is inept long enough for the plot to progress
 
So I get the impression that everyone in this show is a goddamn moron, and if they all didn't have plot armor, then Salem would have won by now.
I would like to revise my estimate. RWBY is set in a world populated entirely by morons, and the only reason the villains haven't won yet is because they're just as dumb as the "heroes."

I’d almost say that’s intentional.
Kinda in a way that says, “This character only seems so powerful because everyone is afraid of them, but really they aren’t that hard to hold off or deal with.”
Then they can do the “everyone unites against the actually pretty weak villain who only got this far by fear.” ending. And Chapter 9 kinda just did this by showcasing Salem really isn’t as powerful as we were lead to believe.
 
I saw Vexed ask about this, but question for you:

How do you think the writers are gonna pull a new rule from the Staff of Creation's ass to justify Salem not steamrolling Vacuo?
 
Probably a recharge time like the lamp, which will make the fact Ruby and Cinder would waste it on Penny and setting shit on fire look even dumber
Given the show's track record, they'll probably say Ruby using it on Penny before Salem got it was a good thing.
But they said to use Ambrosius' power, you need an exact blueprint of what you want to create. That's basically why they killed off Watts, so he couldn't do that for Ambrosius.
