Funnily enough Youtube only considers engagements with videos rather than just the like/dislike ratio. Hitting dislike is effectively the same as hitting like, so telling your viewers they're free to dislike the video it's a sneaky way to boost it if you're aware of that fact.

I watched a documentary about the forced sterilization of indiginous women in peru and they were heartbroken.
