The fact that they tack on "blacks" to the word "uppity" does not change the fact that they are using the word "uppity" to mean arrogant or high-handed. They are using the word "uppity" correctly. It may not necessarily be true to the person they're using it on, but that doesn't change its definition. "uppity blacks who think they're too good for christmas" in the strip above, the use of uppity is referring to being "too good" for christmas, not about being black.
