Ackshually, when dogs make that face there can be a number of reasons. The true "smile" for a dog is a relaxed face, open mouth, tail at middle height, maybe wagging, and tongue out.

That face is sometimes made as a way to mimic us, but there's no conclusive answer as to what it really means when they do it.
