not only are they fun to draw, they're very hard to do right.
a good "unrealistic" body shape style needs both knowledge of actual anatomy and figure drawing, and knowing which rules to break for maximum appeal.

sameface/samebody is mostly a "cheap animation" issue and not a sexism issue. see also: why every character in hanna barbera cartoons has a collar
for a soulless children's show, totally spies is actually pretty decently animated. anything produced by a big studio or TV network will have same cheap animation issues.
there are many small artistic animation studios and independent animators around for those who want to appreciate animation as an art form, but... lots of them will have attractive protagonists as well. some of them will even have big titties.

They complain about all drawn women having the same body type, then they express a desire for all women to be drawn with the same body type. The difference is that the body type they want is one with small tits and hips.

The art looks good and the woman's breasts look well proportioned to the rest of her. It's a pity the artist seems to have drunk the Reddit Kool-Aid.
