Doesn't seem plain looking to me. I can think of a lot of anime girls that look more plain than her, like half the cast of K-On for instance.

If her skirt went down to her ankles, that would only make her MORE sexual, since she'd have that sukeban look between the track jacket and long skirt.
Bocchi has a weird sex appeal of her own. I say this as an anime only, she's better in the manga cause the anime nerfed her.

Funny thing is, they made a whole joke about not being in her borderline sukeban look as a Nausicaa reference.
 
And this is why I don't consider myself a weeb even though I watch a decent amount of anime. I watched Bocchi the Rock, I thought it was a cute little story with a surprisingly compelling depiction of someone too awkward for their own good, but nothing about the main character (and most of the side characters) struck me as being deliberately sexualized in their default outfits (read: when they're not dressing up as maids or whatever). Most of them just looked like average teenagers and young adults to me. So I'll just assume I don't speak horny-and-lonely-ese and admit I don't get it.

Regardless, Hitori (in the anime, at least) is a character that was clearly designed not to be sexy to the average person. It's just that something that's 100% un-sexy to one person will always be some degenerate's main kink so all you can do is aim for the common man and ignore the creeps.

Personally don't like "cute girls doing cute things" anime but even I can see Hitori being proof you don't need huge tits to be considered "good" (more like boner inducing) character design. Despite this, japan has their own forms of beauty that are largely different from the west. What muricans consider hot in the U S of A might not be up to snuff under a japanese lens. The average standard of attractiveness in most of east asia is normally a slim, petite, light skinned individual with japan specifically being into girls who have this moe, kawaii appeal. Of course finding neotenous looks eye-pleasing isn't unique to just japan. but compared to west, it's much more apparent. it doesn't help that asians on average than to look younger than their listed age which fuels this beauty standard even more. So hitori could be seen as attractive despite not being so by some people especially a lot of westerners.

What i'm getting at is, folks will and have tried to lewd her to hell and back, give or take some liberties.

There's also the fact i've learned about a lot of dudes actually like their women having authenticity, rather than hiding behind literal clown makeup and dressing up for rupaul's drag race. Not every straight dude is going to find characters like catwoman, bayonetta, or lara croft attractive, and may find themselves more attracted to characters like hitori. there's something about characters like her that can turn on dude's inner caveman instinct to protest that the former three can not. It also goes to show that American companies have no clue how to pander towards their audiences and assumes they're into thes manufactured ideas of womanhood. People can tell you're overdoing it and react in kind.

The Bocchi manga is serialized in Manga Time Kirara MAX, from a family of magazines focusing on moe that are aimed at people who find it sexually attractive. She's 100% meant to be sexy, just not perhaps in a conventional way.
 
It's probably worth mentioning that alongside nerfing her breast size down in the anime, it also toned down fanservice. Iirc in scenes like the ice bath she was originally meant to be naked.

I was watching craploads of Asian TV during COVID. One thing that stood out about general Asian sexuality is showing cleavage is considered over the top, too scandalous.

However watching the live performances of girl groups outside of broadcast TV, if they want to get trending, the first thing they go for is the upskirt, which I would argue in Western terms is the scandalous option.

At least here he keep her hair short and white. In this design he completely covered her, these redesigns only take away the most iconic of the character, a space marine has more details and design than this garbage.

She doesn't even have a female body. They just added a female -ish face to a dude. Abby's model is based on an actual female body builder, but bodybuilders only emphasize muscle. They're not actually fit. Abby would be a little thicker, with protective fat.
