It's right under the right circumstances, I'd say that's right for work that you needed to learn a skill in able to perform because the people who are shit will stay in the shitpile until they git gud but if you mean retail, office work, ect.? Almost none of that is merit based.

If you do retail or low level office work for years and years and never get moved up or find a way to branch out that's indicative of something. It shows at some level you agree your in the spot you deserve.
My information is over a decade old, but back when I worked retail the other people working it were teenagers, drug addicted older people that would be blasted half the time they bothered to show up to work, and the rare retiree looking for literally anything to do because they didn't know how to stop working.
That's why you don't sit in a job with no lateral movement. If you aren't going to try and become a district manager of McDonald's only work there to pay bills while you look for a field that does offer useful experience/career advancement. When you apply to a job, they usually ask if you have any questions at the interview. One of your questions should be "are there paths for advancement?". Not only does it make it seem like you plan on sticking around, it's also an extremely important factor in taking a job.
