Actually, he's replacing 40 old missiles with 40 new ones, if I'm not mistaken - it's a part of that modernization campaign going on in the Russian military.

Well, that's less depressing. It's still a complete butt-fucking to non-proliferation, but at least there's a little lube.
 
Attempting to distract people from Russian corruption is like attempting to distract people from noticing the sun.
 
I don't see why anyone is legit scared of Putin. Sure he'll bluster and holler plenty.

But he isn't going to invade anyone or "bring back the old USSR." Russia has a very limited economy and operates on a shoe-string budget.

It would be very expensive to administer and control the old USSR territories, never mind the Ukraine. He'll just make a lot of noise, thats all.
 
Actually, the new START treaty is going swimmingly, both the US and Russia are bound to hit the 1550 warheads required by treaty in 2018.

Despite tensions over Ukraine and Syria the US and Russia are very serious over nuclear disarmament and have a good working relationship which seems to survive through even the biggest fuck ups. The modernization of the armed forces has been going on and off since 2008, and really only became serious since 2012, these 40 (and probably lower since they can't aford them all) are just a part of that. There just replacing older, antiquated missiles with newer ones, nothing to worry about.

Russia is getting pretty hostile for no particular reason, but yeah they're modernizing destructive weapons which shouldn't be considered. Some believe its because they want to distract people from their governments corruption.

There is a reason, because with the whole Ukraine thing going on and the backlash from everyone, Putin needs to prove both he and the motherland have a big dick army that will destroy anyone who thinks they have the balls to take them on. In reality as soon as one nation from NATO declares war Russia will turn into The Zone.

I dunno, he's shown that he's willing to make major economic sacrifices in order to project power. I don't think actually restoring the entire USSR is within his grasp but I wouldn't be surprised if we saw more aggression against another post-Soviet republic.

The calculus comes primarily from Putin's fear of his own population. They will endure economic hardship if they're convinced it has an external source and weathering it is an act of patriotism. So weirdly he has an incentive to manufacture conflicts that will result in western sanctions.

Although having said that, Brehnev is right (!), the commitment to disarmament is pretty solid and independent of what disarmament experts probably see as irrelevant brushfire conflicts like Donbas and Georgia. Putin doesn't want a nuclear war.
