As far as I am aware, anyone that has a thread can ask for it from Null. It won't necessarily get granted, and as far as I am aware you can only ever ask once. But, it is an option. I wouldn't suggest doing it unless one is absolutely sure they will win a vote.

I think most people aren't aware of it since it's an "unwritten" rule of KF.

The entire thing is sorta opaque since I have only ever since it done once years ago, and that person's request was a total failure.

I love this thread but not for the reasons that OP (reason for edit: PIN WORMS) intended.
 
1- why did I get a notification for this

2-I have to get up for work tomorrow and have several things to do before I can go to bed, I don't have time to learn about a new schizo tonight. It's all I can do to keep up with Rekeita.
