Just draw cartoons and draw them and draw them more, they'll super suck at first but you'll learn as you go. Don't be afraid to experiment, a significant part of art is failing in various different ways.

Speaking of cartoons, I started drawing this big mcfuckhuge wall of characters which I've decided to call the Wall of Chara (because I was tired when i had to pick a filename for the .sai file) so here's that in spoilers because its enormous and a LONGBOI

I actually spent a really long time trying to do individual drawings of Flameboy and Wet Willy and ended up hating them. This little doodle turned out much better.

Tried drawing like tearzah on some scrap paper because it's easy and I haven't drawn much since 2 yrs now. I liked it so I broke out the pens and shitty £2 watercolors.
I was gonna draw Ash but ended up with a less edgey tan girl. New OC donut steel.

I was also reminded how shit gellyrolls are and how bad of a state my supplies are in lmao.
