I've done work for a game company before, not as big as Pokemon, but a popular online game. The main answer is because they don't want people profiting from it. It doesn't stop all of the bootleggers, but it stops enough of them.

They gain it never being used for profit by third parties. Even among "normal" artists I know, none of use post our art at 100% resolution, because of art theft. It's an easy way to spot if something is stolen.
 
There's a literal reverse harem pokemon that wins fights based on how many pokemon are in its harem and this wasn't a red flag? The scaly

The older I've gotten, the more I've warmed to this notion that even with the advent of in-game timestamps on basically everything from when you started your save to the Pokemon you caught five seconds ago, your journey is happening sometime outside of the school year. Gen 5 five kind of muddies this with the seasons feature but I don't care. I used cut class all the time.

It objectively has the lowest BST apart from Wishiwashi, which even then has a tardrage school shooter form to fall back on.

I'm a Totodile guy all the way, but even Chikorita has the benefit of setting up screens and poison. It's just... kind of the worst option when it has to compete with two S-tier starters in its own gen.

Nigga it looks like a thumb. Sunkern is literally a fucking filler/ plushie material. The thumb is literally a shit design and beaten by other shit from it’s generation.

You forgot her leading with Supreme Overlord Kingambit as well. Plus who in the actual fuck uses GoGOAT? I like Sawsbuck's design but when you're objectively outclassed by the deer you're in a bad spot.

I like Penny because she has the dean in her story arc, but she should have been slapped by Arven because he has actual family problems compared to her having a dad she thinks is cringey. Peony is still a pretty great dad all things said so her behavior is out of line.

Chikorita gets an early Razor Leaf and that's it. The first two gyms are tailor made to ruin it though and the only decent gym is Chuck. Chikorita is one of the worst starters in the series bar none.
