Japan can do PC ports just fine, or PC exclusives. PC is just generically seen as a second-rate platform compared to higher-prestige consoles. Japanese PCs have a very different history compared to the US or Europe.

The fact that Game Freak are extremely protective of the behind the scenes of Pokemon development is part of what makes these kinds of leaks such a big deal. They do a lot of interviews (most of which never get translated into English) but when it comes to showing unused or reworked Pokemon designs, which is what people actually want, they're oddly secretive.
