For all we know they likely weren't created by gigas and were instead formed from outside elements. Regidrago was probably the result of lingering energy from an ancient dragon pokemon hence why it's arms are a dragon skull and the dex mentioning "crystallized dragon energy". Same for Eleki.

There's two theories proposed by plausible in-company sources for Regidrago:

1: In the dex, is was theorised that it's arms were once the head of an ancient dragon pokemon. It's body is notably excluded from this explanation.
2: On the website, it's theorised that Regidrago was made by Regigigas, but he only had enough to make the head.

Both regis on the website are said to be sealed/contained by ancient people who were afraid of them. This is why Eleki has it's insulating rings.

The rom itself is 6.5 GB, so the day 1 patch is giant, bigger than the DLC for SwSh. Besides the music, don't know what else is there.

EDIT: Re: Galarian Regis, their designs honestly doesn't make sense to me, because they're supposed to be golems, anthropomorphic inanimate matter that was built by human hands. Which is why the existence of Regigigas kinda messes with the lore since apparently, Regigigas wasn't made by humans since its job was to tow the continents into place, and it was the one who created the other Regis. I think an electric Golem can be a neat idea, but the design just looks... Was the best they could really think of was an incandescent lightbulb?

And Regidrago just looks stupid. Dragon heads for hands isn't cool, it never was.

Also if Regigigas made Regieleki and Regidrago, then where on its body does it show electric and dragon elements? The orbs on Regigigas' body are meant to represent the Golems under its command.
