It's from a anime movie from 1975, based on The Little Mermaid. As you can see Japan obviously doesn't care about teenage mermaid tits out in the open. She definitely should have temporarily lightened her eyebrows for the photoshoot. Then again I'm sort of surprised she even got a blonde wig for the occasion.

Looking at this photo again, I realized how awful the tail is. Did she buy? How much did she spend? I know it probably wasn't meant to swim in (god I hope it isn't) but there really is no shape to it. It looks like whoever made it just drew out a rough cone shape for the tail and didn't bother with mockups to make sure it looked right. The seams in the lower part look like shit and clearly weren't pressed with an iron.

There are some really good ones you can get for 200-300 that you can actually swim in... The cloth on it looks like cheap velvet instead of swimsuit material...
At least the mermaid picture was from relatively far away. While it's not nearly as revealing, I hadn't really noticed the bags under her eyes until now.
