She is a heavy drug addict (coke) who used to do "do anything" lower-budget sleaze porn and who sells her body on the side. The brain damage started years before Ralph got involved. Its also not a situation where someone like her would listen to family or much of anyone.

This is Chicongo. A case with a completely unreliable witness who changes her story all the time isn't going to be a high priority. It's pretty much NHI (No Humans Involved). So they could prosecute but getting a conviction? It's pretty random, and DAs don't want random, they want a 100% certain win.

I'm sure he'll be back if they don't get a warrant on him and maybe we'll be "luckier" next time.

Calling in at random into a police department in the Chicago area where there was not even an arrest at the time of the incident and (probably) not even a police report to reference would get you nothing.

As far as fleeing the scene of a crime, people are very optimistic on that point. He wasn't arrested and there is no evidence that he told to stay in the area or that his leaving the area would be in any way a criminal act. A city in the Chicago area reaching out to charge Steel Toe in Minnesota is equally unlikely.
