Can Americans actually decipher what this means?
What are the rules? Why won't they use any units? If the 5 represents the number of feat and the 10 represents the number of inches, why is there no indication that it's 5 followed by 10 and not 510 like it's written?

As a European, the most sensible interpretation of this dimensionless value for height would be that they store every value in centifeet and that 510 centifeet is 5.1 feet or 5 feet and 1.2 inches.

Ralph remains one of those primo horrorcows that should remind everyone how much the internet can fuck someone up. In the 80's and 90's Ralph woulda been that asswipe townie in some rural part pf Arkansas or Virginia that people tolerate at the local watering hole because he pays and provides some background noise and scares off out of towners. Never would have left bumfuck nowhereville and never would have held much more than a job at the local junkyard. Maybe he still does drugs to cope with it, but all that really ends up doing is giving the local cops something to do while collecting their paycheck. The fact that the life of some shitheel townie like that is better than the life Ralph currently leads is proof positive that the iNTERNET has fucking destroyed this man worse than any substance abuse could have.
 
So, remember that tweet where piggy announced on twitter that he was going to impregnate Scarlett? Could this realistically be used against him if she presses charges, or at least go towards convicting him of being a sex offender? You can make an easy argument he was going to rape her with his unhinged ragepig controlling behavior, if she would only give him a chance.

You know those small aliens in halo? He’s shorter and fatter than them. To answer your question it’s supposed to be written like this [#]’ [#]”. So for example 5’ 1” is five feet and one inch. The first ‘ indicates feet and “ inches.

I'm guessing Harry and Vickers can phone the jail and explain what a flight risk he is as well as the tracking number for whatever paperwork he's been dodging for years and they'll hold him for at least long enough to review whatever is in the mail since there is no chance Ralph can actually make bail.
