Can someone help jog my gourd? I keep remembering snippets of a form of government I must have read about somewhere. I am not sure if it was fiction, an ancient civilization, or maybe just some proposed system of government I happened to skim in some forgotten forum. In this system of government, statesmen who wished to introduce a new law would place a ligature around their neck so that, should the measure fail to pass, the rest of the body would strangle to death the one who proposed it. I think the reason was to stop unwanted laws from being reintroduced over and over again after being rejected. I've tried searching for it if I get a chance when I remember it, but have had no luck sourcing it. I would be very much appreciative if anyone with knowledge of this could provide more information, or just call me retarded because this doesn't exist in any way, shape, or form.
