I think part of the problem is he didn't actually have enough money. Tut had legit fuck you money to throw around. OIC certainly donated a lot, but it was too spread out. Phil just came to expect it, so even if OIC wanted to troll, which I don't think he did, he didn't have any leverage. Tut is one of the few trolls that actually got Phil to do something. OIC has never had that sort of power over Phil. He's lucky if he could even get Phil to put on a vest before the end of stream. If I had to guess, he's basically donating paycheck to paycheck. That's part of why it took him so long to buy modship.
