The main new thing are the renovations to the character's combos. The heavy attack string is gone, but now you can jump and perform aerial attacks. Depending on the type of character, this can either be a singular attack or a second string of attacks, complete with heavy finishers. Also, special moves are set to R1/RB + the face buttons, and can be customized.
All strong enemies now have an armor meter that must be depleted before you can do major damage to them.
The story mode focuses on a few arcs (Alabasta, Enies Lobby, Marineford, Dressrosa, Whole Cake Island, and Wano) and gives each several stages, similar to PW1.
Character progression is done on a map, where bonuses are obtained by spending coins and Berries. These include stat boosts, skills, skill slots, special attacks, and combo extensions. There's a communal map and 2 extras for each character.
And the Treasure Log is similar to before (map is random, stock of random events), but the base scenario for each level is distinct.

I saw that. I also saw what looked like a bounty of over 4 billion Berries. How on Earth did he manage that?

With the newest chapter

I kept thinking Oda was going to do another switch and have Carrot be the 10th member instead of Jinbei, but maybe she'll stay on after Wano too.

I mean we are going to have a whole 1 "Arc" with Jinbei has an official member the whole way through before we hit the end. If you think Carrot, the Samurai, Kid Law and Bege are just gonna poof after Wano I got another thing to tell you, they might not be "Official' members but they are certainly part of the Straw Hat Grand fleet.
