Shanks being a secret government would be a really weird twist.

He was in a random chest
Roger didn't even care about Laugh Tale until years later when he got Cancer Aids.
Roger only completed his journey to Laugh Tale because he happened upon someone from Wano.
All of this before God Valley happened so unless Xebec is completely unimportant to Roger's journey which I doubt because Blackbeard's Ship name points at Xebec being important in some way...and they vanished the island Xebec died on.

That is alot of shit that has to go right for this plan to work.

Even if it wasn’t an attack, I’m not sure the government would be okay with a pirate doing so much as a flex in front of one of their heaviest hitters and highest authority figures.
Nobody even noticed what happened besides Luffy & Zoro. When you're talking high level haki, I imagine its like Dragon Ball and sensing power levels--you have to have it to be able to see it.

Yes, Oda is great because so far he doesn't do absolutely stupid shit like make Shanks a government agent for no reason.

You don't need no "reason" for Shanks and Luffy to fight...they are Pirates and after the same treasure.

You’re not wrong: I guess people have started to cling onto the idea that Shanks is some level of evil because he doesn’t spell out his motivation for doing things. Especially considering that the antagonists are in a position where they’re increasingly able to claim victory and say it’s nothing but saying GG at this point because our main hero is as stubborn as he is stupid.

Shanks was in a chest owned by the WG, fir a game set up by the WG and was most likely given to Roger for helping out.
I don’t think it was ever established why Roger got that treasure chest.
I’m not so sure it was random. Nothing is anymore in OP.
We still need Shanks’ full backstory then to complete the picture. Which will probably only happen once he finally gets around to having his final showdown with Luffy.
 
lets say shanks is evil and always has been the whole time. why has he let half the things that have happened happen? is he just waiting for whatever crew gets all the poneglyphs to show up so he can kill them all and give them to imu? that just seems like a weird plan given what we know.

it would make sense if it was someone like blackbeard since you know he would most likely just go and turn on imu or whoever the second he got whatever power it was he was looking for.

but with shanks it just seems off and i personally really hope oda does not try and do some form of SHANKS WAS EVIL THE WHOLE TIME thing where they flashback to various points in the story to reveal shanks was the one who was causing various issues around the world without anyone noticing.

Honestly, I’d say there’s a better argument that Shanks is working on orders of Roger to make sure whatever promised time that Roger was too early for actually comes to pass.

The only issue is that Luffy ate the devil fruit he stole that it seems was clearly meant for Shanks to give to somebody else, looks to be the person at the center of shitloads of lore that’s meant to resonate in the present day, and most importantly, gives zero fucks about anything and everything bigger in the world, as if he’s in a state of perpetual blissful ignorance. And if that ignorance is broken, anything you tell him goes in one ear and out the other, if he isn’t sleeping through the lesson, that is.

As a result, Shanks looks to be trying to keep the train on the rails, because the actual conductor is a fucking lunatic who doesn’t give a damn about…a lot of things.

this makes sense especially given how it seems like so many of the strongest pirates are more interested in their own goals rather than uncovering any sort of great mystery. shanks trying his best to make sure the right person comes along on orders from roger sounds about right.

though i could also see shanks viewing luffy eating the fruit as the fruit choosing luffy causing shanks to just be forced to pray things go well and keep everything on track as best as possible. him scaring off greenbull being a great example of that.
 
Even when an explicitly evil Shanks exists, people will argue if good guy Shanks is also evil.

Yes, 10 years before Roger had any interest in circumnavigating the world and IF* he got it from God Valley then the plan was 100% not a plan for Roger to have it because God Valley's event was supposed to be secret until Ginny sent out the broadcast

If Shanks knew exactly what the fruit was, then why wouldn't he have told Luffy what it was instead of calling it the Gum Gum Fruit? And why did he still tell Luffy he was a Faggot until Luffy outright declared he would be Pirate King if he Knew (because the Fruit Chose him) that Luffy was the chosen one?

Luffy won't be a chosen one...because some predetermined destiny is the polar opposite of one of Luffy's goals

"To be the freest man in the world"


Edit : *I don't think we have full confirmation that Shanks actually came from a Chest from God's Valley as of yet, the timing does line up but we don't have confirmation of it I think.

That is how it is. Shanks was definitively told about the fruit and its ability to choose its user.

I would say that he is less a chosen one and more the right amount of Smart enough to realize how the setting he lives in works...and too Retarded to really care about the implications of it.

Indeed, THEY know what it is. No one else is supposed to. If Luffy went to, say, Alabasta and screamed "I am Nika, God of Freedom and enemy of the World Government!", you can bet your right bullock that Alabasta will get a Buster Call. Same goes for every other place he visits. It would be part of his introduction. Luffy is a horrible liar.

Also, the reason Shanks gave Luffy so much shit is because Luffy was adamant about joining the Red Hair Pirates, no matter how many times Shanks said no.

That implies Luffy cares about a destiny that chose him. So you may be right for the wrong reasons.

It took when Luffy reached Gear 5 to learn who Joy Boy was back when Robin asked about him at Fishman Island, along with figuring out who Nika is after Who’s Who first brought it up. And it was also that moment when we learned that Luffy’s devil fruit is connected to a sun god, and the Gorosei have tried and failed to get a hold of it since the Void Century, like the fruit has a mind of its own (their claims).

It’s very increasingly clear there’s a process Oda is following:

1. Lore drops.
2. Character explains how a character will do something relating to that lore.
3. Luffy does something.
4. Character who knows more than the Straw Hats explains how Luffy relates to point 1 and how his actions satisfies point 2.

If Luffy does have a destiny, then it’s going to be fulfilled in a roundabout way because he’s got his head in the clouds doing his own things and can’t be bothered about some stupid prophecy, if he even learns about it.

It’d be like if Lord of The Rings started with Frodo just being told “hey, here’s a ring. Go to this mountain and throw it in there.”, told absolutely nothing else, and Gandalf, Legolas, the non Hobbit members of the Fellowship and several others are providing commentary on Frodo’s journey in regards to how it’ll shape the future of Middle Earth.

It’s like the universe has to convulse and bend itself to get to a certain point in order to reach a certain outcome because Luffy is the one, but Luffy is such a dense motherfucker with a carefree attitude that it’s a pain in the ass to keep up with him and his antics.

Nika is about freedom. I am sure that giving Luffy free rein as to how the goal is achieved was on purpose.
