I don't think puppet master bullshit fits the aforementioned characters or the tone of One Piece's story.

The Roger Pirates trying to engineer the future generation to succseed has been a thing since the start.

The Devil Fruit was also able to choose it’s own fate and very well might be pushing Luffy in that direction.

Not only does it fit the characters. It’s clearly part of the wider thematic conflict of One Piece.

Has been since we first met Blackbeard.

Series is probably going to end with Luffy and Blackbeard laughing over how stupid everything is.

I don't think it'd be the only way of gaining it. But Oda being the troll he can be at times making that be the reason why Luffy can use it after the enlightenment comment seems like the sort of thing he might do.

Everything with Blackbeard at this point it's usually fair to assume it's part of a plan rather than random. He might have been after Wapol given the guy's devil fruit. Between some of the stuff we've seen of how Big Mom got her fruit and Blackbeard and his crew claimed others I think it's possible to steal devil fruits by eating part of the user's body or possibly digging the fruit out of them to eat. If so Wapol's fruit might have had some added uses for Blackbeard's crew.

I think you're over thinking the devil fruits. If you go back and watch or read the punk island arc, after they kill the salamander with the devil fruit, one of the fruits in the snow mobile becomes that devil fruit. Odds are they put a shroud over Whitebeard to hide the view so nobody else figured out that if you have a piece of fruit right next to someone who died with one, that fruit will become the new devil fruit. It would kind of explain why Blackbeard's main base is a tropical island. Lots of fruit trees on tropical islands after all, and if someone shows up to the island and dies, well, where is the fruit going to be?

Well, Vegapunk did his experiments in a laboratory in the middle of nowhere on Karakuri Island. There's no fruit on that island that isn't imported. And many of the executions are committed on a military base with very little trees around. Even the fruit that was turned in to the salamander's fruit came from the Straw Hat's ship since that island was also a frozen wasteland until the dual between Sakazuki and Kuzan.

It could also be that they know but they just don't care about many of the devil fruit users they have executed because their devil fruit is worthless. We know that they had the gomu gomu fruit, they have several of the most powerful devil fruits on their commanding officers. On top of that we don't even know what the supreme commander has for a devil fruit, or the old men that run the show.

Vegapunk knows how to extract aspects of a devil fruit since the light fruit that Kizaru has was used for the Pacifistas. They must have some idea of how the fruits work and how they reappear, otherwise the military leadership is as daft and inept as the nobility.

Can the Devil Fruit regenerate as ANY fruit, or does it have to be the same TYPE of fruit as its base form? If the latter, it could simply be that when the user of a given fruit died in captivity, the nearest instance of that fruit was hundreds of miles away.
