Incidentally, Shanks lost his arm (in the original Romance Dawn one-shot) because an editor told Oda to make the flashback more interesting. That he still lost it in the final product was probably a holdover from this that didn't get changed around like a bunch of other stuff did.

I like the idea that he let the lord of the coast eat his arm on purpose to show Luffy what happens when you fuck around. And that it was also because Roger low-key freaked him out and he didn't want Luffy to turn out like him (like how Ace kind of did), hence why he didn't bother responding to Higuma's antics until he actively threatened Luffy; he was trying to set an example to emulate.
 
Honestly the simple answer is

Lord of the Coast had stronger Armament Haki, but didn't have King's Haki...have we seen a wild animal with King's Haki?

Kuzan would definitely make the most sense. I think the real question is what is BB there for? If BB's forces can manage to steal the seraphim shit is gonna get real wild.

-In a short flashback, Blackbeard kidnaps Koby to negotiate with the World Government, to make Hachinoyu Pirate Island official and under his control. Kuzan explained that the Sword Faction could not be negotiated with.
-We see Sword Squad powers, Devil Fruits and more. Hibari is a skilled sniper and uses a Vegapunk weapon, Prince Gross has the Mud/Clay fruit, Kujaku has the Whip fruit.
-In the end, Garp joins the rest and destroys buildings with his fists and haki.
