Or he didn't become a fucking monster till after he lost his arm. But at this point I just file it as "the story changed and stuff just ended that way" since Haki wasn't close to being a thing in those days.
Incidentally, Shanks lost his arm (in the original Romance Dawn one-shot) because an editor told Oda to make the flashback more interesting. That he still lost it in the final product was probably a holdover from this that didn't get changed around like a bunch of other stuff did.
I like the idea that he let the lord of the coast eat his arm on purpose to show Luffy what happens when you fuck around. And that it was also because Roger low-key freaked him out and he didn't want Luffy to turn out like him (like how Ace kind of did), hence why he didn't bother responding to Higuma's antics until he actively threatened Luffy; he was trying to set an example to emulate.
