Until you have a large shepherd breed with a Pekinese and the pupps are so big they crush their internal organs and have to be surgically extracted or the mother will die. The reality is that the field of Taxonomy is very shit and there are no clear and clean lines between breed, race or species. Plus there are also a ton of artifacts left over from when people couldn't genetically test animals to figure things out.

Ok so then what is the race? What is it that makes the race so special?

It is a large genetic proximity group. Family depending on your location and culture is direct blood linage up to once or twice removed. Tribe/Clan is up to 4th removed. Ethnically homogenous and low population nations like Iceland are up to 5th removed. Less small or homogenous ones are up to 6th removed and race is about 8th to 12th removed. Meaning that someone who is white if you go back far enough is related to someone else that is white. For people of a different race you need to go back further. Add that humans live in different environments and have done so for tens of thousands of years and that humans like all animals have their genetic evolution affected by environments that genetic cluster is linked to a set of traits. Humans as social animals like to live with other humans which share their traits. There are evolutionary mechanics reinforcing that like humans generally being more attracted to those who are most genetically similar.
