Not specifically targeting extreme body mods but procedures that remove body parts can be prosecuted as unlicensed practice of medicine if they are not performed by a doctor. At least in the UK they charged the "Eunuch Maker" for grievous bodily harm as well.

This is small comfort when the medical complex is so troon infested, unless doing it in the most dangerous way imaginable is part of the fetish there is almost certainly a doctor willing to do the operation irrespective of any psych/medical red flags.

There are also laws against female genital mutilation with no exception for doctors, but that does not really apply here since nearly all the 'nullo' types are men.
