So with all the popularity of miniatures in crutches and wheelchairs, ect. I think a tabletop melee skirmish game with handicapped characters would sell.

Name of game is Cripple Fight.
 
I'd buy it.

You could do a kick starter and make a 5 minute short animation if you reached a certain goal.

Everyone would love it and find it in good taste
 
Isn't that just what happens to your team when you play Necromunda long enough?

If you play as anyone other than the cripple with steel crutches you're wrong.
 
Just play a few sessions of Dark Heresy. With how crits work in that game you’ll have a party of handicapped heroes in no time

You might be surprised. Just look at what HorrorClix got away with.

I tried to make a hand to hand focused tabletop game once but I couldn't really figure out how to get the feel of a brawler into the mechanics. Before I abandoned the project I was experimenting with characters rolling a die to determine their number of moves that turn, to sort of simulate how you can fuck up or choke in a brawler and let the enemies get the better of you or you can potentially do a really long combo and clear the entire screen. I felt like it didn't offer the player enough control over their character though.

No large company would endorse such a thing, no. But smaller shops could make "wheel chair bits" under the guise of representation/inclusion in like call of cthulu or whatever. They can't stop you from using a piece of plastic in a cripple fight sim. Or publish a pdf and let the players figure their models out via 3d printer. Or just make it in tabletop sim. Companies dont control the playing field so to speak.
 
I think you'd run into problems with differently abled crippled POCs of color complaining that abled bodied people were playing. And the sad thing is that I'm only half joking. *sigh*
