GSP in his UFC tenure had 8 finishes in 18 wins, they're really not comparable. He was actually trying to finish fights, Merab doesn't have a single submission in the UFC which is ridiculous for someone who's primarily a grappler. I see what you're saying that a champ will usually fight safer but Merab has always been this way. He's a grappling point fighter which is the least entertaining style possible.
Usually I'd agree but it's funny seeing him embarrass other wrestlers like Cejudo or give Khabib a heart attack screaming at Umar. His striking technique looks pretty bad and he isn't a big submission threat so most of his fights are boring. Look, Merab being a weird spaz is more entertaining than watching Merab fight. The other side of that is it's not Merab's job to be on anybody else's highlight reel. It is the job of his opponent's to protect their manhood from 25 minutes of Georgian wrestlefucking and so far, most of the division has failed at their job.
