Ignoring that rape does happen all the time in the animal kingdom, the reason a dog having sex with another dog (or a cat with another cat, a horse with another horse, so on and so forth) isn't automatically considered rape is because they are on an even playing field. They have the same mental capacity. They have the same understanding of what sex is and why they're doing it. There isn't a power dynamic being exploited. It's the same reason a 14 year old who has sex with another 14 year old isn't considered a statutory rapist, meanwhile a 44 year old who has sex with a 14 year old is.
