I don't wanna be that guy and "victim blame" or anything but if you're beating off infront of someone and then they wanna have sex with you but you didn't wanna fuck then why were you even beating off? What was she supposed to do? What was the intended reaction? What was the end goal?

The end goal was, as in all things that involve this turd, his own gratification. It wasn't the masturbation he was enjoying; it was doing it in front of this woman. If she becomes a willing participant, that alters his perception of what's happening and, most likely, lessens his enjoyment.

The thing about rape fantasies that these weirdos don't seem to understand is they're fantasies. They exist entirely in fiction and imagination where every aspect is under control by the one indulging in the fantasy. When rape fantasies are acted out, they're done with consent because the person wanting to get raped doesn't ACTUALLY want to be raped. Women with rape fantasies want the sexual experience of being dominated to the extreme, not the lasting physical and emotional trauma of having a stranger or someone they trust violate them without consent.
