On a subway, the third rail is highly energized. Touching it is the equivalent to putting a power line in your mouth.

The third rail is the rail on a railway that is electrical charged and might kill you. Touching it is purposely touching something that is obviously harmful to you. It basically means "kicking the hornets nest" or "putting your hands in the fire" you're touching something that will just cause you problems.
